EU-SysFlex webinar #3: Conceptual market organisations for the provision of innovative system services: role models, associated market designs and regulatory frameworks

EU-SysFlex would like to invite you to a webinar on Task 3.2 on the topic of Conceptual market organisations for the provision of innovative system services: role models, associated market designs and regulatory frameworks. This task involved responsibilities and interactions between system operators (regulated players) and deregulated players (in particular flexibility service providers and market operators), for system service provision by both centralised and decentralised energy resources (demand response, storage, generation). We assessed different products procurement options to solve the scarcities identified by WP2 with specific attention to Clean Energy Package rules and recommendations and to coordination issues between local and global level. We compared different proposed role models and market/regulatory organizations with existing designs and regulation in EU countries.

During the webinar we will focus specifically on different types of electricity procurement organisation (market-based versus regulated), market clearing optimization principles (centralised versus decentralised), and apply these principles to a number of selected electricity market products, i.e., inertia and products related to frequency and voltage control, and congestion management. Moreover, we will discuss the consideration of grid constraints in the procurement process and what joint procurement of congestion management and mFRR products could look like.

EU-SysFlex is a Horizon 2020 project aimed at identifying the long-term needs as well as the technical scarcities of the future power system. The objective of the project is to create a long-term roadmap for large-scale integration of renewable energy in electricity grids as well as provide practical assistance to power system operators across Europe. The project team is working on identifying improvements to European market design, regulation, operational practices and enhanced system tools. EU-SysFlex is a project made up of a pan-European consortium, crossing the industry spectrum from TSOs, DSOs, technology providers and consultants as well as research and academic institutes from 34 organisations across 15 European countries.

Speakers:

Hanspeter Höschle received the Diplom degree in business engineering in 2012 from the Karlsruhe Institute of Technology, Germany. In 2018, he obtained a Ph.D. degree at the KU Leuven and EnergyVille, Belgium, working on power system economics and the modelling of electricity markets, in particular capacity mechanisms. Since 2018, he is a researcher on energy markets at the Energy Technology department of VITO and EnergyVille. He works on dedicated market models capturing specific characteristics of future energy markets and power systems. This includes the impact of decentralized generation capacities, flexible loads, storage and interconnection capacities. He is WP3 leader of the EU-SysFlex project and was involved in Task 3.4 on the topic of technology neutrality of service markets.

 

Sylvie Magois graduated in electrical engineering from Institut National Polytechnique de Grenoble (France). She joined EDF in 1986. She has been working in different departments (Transmission, System operation, Thermal Generation) and has developed an extensive experience in power and transmission systems.  In 2018, she joined the R&D department as Project Manager in regulation and market design field. In the EU-SysFlex project, she was task leader for Task 3.2.

 

 

Niamh Delaney BEng MSc CEng, MIEI is a team lead in the Innovation team in EirGrid, where her work focuses on innovative ways of integrating more renewable energy into the electricity grid, through the DS3 programme. She previously worked on the design of and managed changes to the rules of the electricity market in Ireland and is an active member of ENTSO-E working groups on market design. Prior to working for EirGrid, Niamh worked in consumer electronics design in The Netherlands and Singapore.

 

Philippe Loevenbruck graduated from the Ecole Centrale de Paris in 1986. He joined EDF in 1987 and successively worked on transmission grid problems: frequency regulation and power system restoration after a general collapse, and on distribution grid problems: modelling of the customer’s demand curves, global economics of electricity distribution, decentralized storage and PV self-consumption. In the EU-SysFlex project he was involved in Tasks 3.1, 3.2 and 3.3.

 

Jan Budke studied industrial engineering at RWTH Aachen University, Germany, graduating as M.Sc. in 2013. Since 2014, he is working in the energy sector, mainly for DSOs, where his main topics are congestion management, TSO/DSO coordination and flexibility market design. During this time, he contributed to the corresponding work packages in major R&D projects such as enera, Designetz (funded by German SINTEG program) and EU-SysFlex. He is employed at innogy SE as expert for European Regulation and Projects.

 

Przemysław Kacprzak, PhD, works in Department of International Cooperation in Polish TSO PSE. His work focuses on market integration and implementing network codes. Przemyslaw holds MSc and PhD in information technology.
